Rick, as with regional accents in the U.S. pronouncing words differently, the same applies to L.A. Spanish, a language that is spoken across many countries. The double-L sound varies between the two types of pronunciation you mentioned -- although I couldn't tell you which countries tend to use which pronunciation.
