I'm pretty sure, but I could be wrong, that you use only use an 'EN' ending for adjectives that modify plural nouns when the noun is accompanied with an article. When the plural noun has no article, the adjective simply requires an 'E' ending. For example, you would say, "Die vollen Flaschen sind heir." Since the article 'Die' is there, 'voll' takes an 'EN' ending. "Ich habe volle Flaschen." Since there is not article with 'Flaschen,' the article only takes an 'E' ending.
