Qué with an accent is often translated as "what" to formulate a question. Qué quieres comer What do you want to eat, but it can mean something else in a few cases.
Que without an accent has many translations, "that", "than", "whom", "which", "how", etc.. Es lo que me gusta (it is it that I like), eres más grande que tu hermano you are bigger than your brother.
In the case of que bueno, you could translate as "how good".
Tengo que, Hay que expresses the obligation to do something "I have to". It's the way you say this in Spanish, it has nothing to do with "what", it's an expression.
