I'm not positive about Spanish, but I know that punctuation is different for French. For example, a space is compulsory before a question mark in French; also they don't use the "serial comma (Oxford comma). Perhaps someone else can shed some light on this for Spanish countries?

I'm not sure what is your level of comprehension but this looks pretty extensive: http://lorien.die.upm.es/~macias/docv...

Looking back, my questions are probably not the most helpful ones to ask at my current, very low level of Spanish. To appreciate the complete answer to (2) would require me to know much more than I do now, but thank you Fabrice for an excellent resource. I guess I still wonder about whether or not there are many country-to-country variations in punctuation, or if written Spanish is essentially the same throughout the world.
