I have just covered this in Level 1 Session 15.
"Si hay" means "yes there is", and "No hay" means "there isn't (any)"
In the lesson example; the customer asked "hay mas grandes" / "are there bigger (ones)?" and the reply was "si, si hay" / "yes, yes there are"

that's what I thought it meant but why is the answer to "so, there is a bank there, but a little far" "entonces, si hay un banco alla, pero un poco lejos" doesn't that translate to "so, yes there is a bank there, but a little far" so I guess "yes" was accidentally left out?

si (without accent) means if; sí (with accent) means yes; "si hay" means "if there is"; "sí hay" (with accent on si) means "yes there is"
