As far as I know, the Spanish word "hay" is always pronounced like the English word "eye." I've never heard it rhyming with "Jay," as you mentioned. If you could direct us to where you think you heard it pronounced that way, it would be helpful.
As for "ella," it's a function of regional differences as to whether it's pronounced with or without that slight "J" sound. Both are correct. So regardless of which pronunciation you choose, you will be understood.

OK. Spanish 1 Lesson 18 online lesson 56% done. senorita, donde hay un banco. hay sounds like it rhymes with Jay to me.

I just took the lesson you mentioned and I don't hear the word "hay" being pronounced as the English word "Jay". In this lesson "hay" is pronounced the same as the English word for "I/eye".
