I think that this is because the verb is transitive, and so if you don't specify an object, you will be understood as "eat it". Where as chifan would be "to eat", because fan is generic meal, also part of the word rice which used to be the kind of the default meal (rice is mifan). So, Wo chi = I eat it. Wo chifan = I eat (meal/rice). Míngtiān wǒmen qù chī jiǎozi = Tomorrow we're going to go eat dumplings. wǒ zài nà ge fàndiàn chī = I eat it at that restaurant. I'm new to this, so i may be completely wrong :)

isn't chi just eat & chifan is eat meal?

Usually "chī" is used before some kind of food, while "chīfan" already means "to eat rice" or "to eat" meal" so it is rather used on its own to refer to eating in general. When you mention what you eat though, it's better to use just "chī" + the food, as in: "chī jiǎozi" or "chī chaomian"...
