There is a subtle difference between "Do you know who he is?" and "Do you know him?" And I think that subtle difference can be explained by the difference between "saber" and "conocer." While they both mean "to know," in general, "saber" means to have knowledge of something, such as a fact. "Conocer" means to be acquainted with someone. In the English sentence above, you're not asking if you're acquainted with him personally -- you're asking if you're even aware who he is. See the difference?
