I am not an expert. But I am doing the same level. In the situation that you are looking at he main verb is wants (mochte) and that he wants "to Fly". Therefore, it is moechte fliegen. "Fliegt" would work in the active case of "he flies" or "er fliegt"

What you say makes sense, I also looked in up in Hammer's German Grammar and Usage Fifth edition, which stated that when you have a sentence in German with two verbs, the second verb always goes to the end of the sentence in its full form (infinitive.
