I went to Berlin and Dresden 2 years ago and from what I remember was that we were shown to a table at most if not all of the restaurants we went to. The weather was cold and rainy so we didn't sit outside at all, so I am not sure what the protocol is for when you want to sit at an outside table. We went into a café on the upper floor of a chocolate shop and just sat down ourselves. Also, I remember seating ourselves in a café in Vienna. But both of those were not busy at all, the busy restaurants though, I know we were seated.

I have noticed the more fancy a restaurant is the more likely someone will seat you. I have been to casual restaurants all over Germany and Austria and I had to seat myself.
