Because "stai andando" refers to something your doing right now, not in the future. In the example you presented, it's something that will be done (he/she is not going now, but soon). Hope this helps.

Frequently the gerund form (stare +-ando) is interchangeable with present tense. Io mangio can mean, "I eat", "I do eat", and "I am eating." The Italians frequently use present tense where in English we would use the gerund, - ing.
