We use cet for nouns that are masculine but start with a vowel, OR have a vowel sound at the beginning
Example: cet hotel ("cet otel", we dont pronouncethe h)
Example: cet univers (this universe)
Because restaurant is masculine and starts with a consonant letter R, we use ce
Ce Restaurant
But why do you say "Cette semaine" (This week)?
Because week in French is feminine. So if the noun is feminine, we use cette.
