Hi Patnbill,
As we explain in tutorial 1, after the expression "it's the first time, the second time that..." we generally use the present tense in French, unlike in English, hence the difference:
it's the second time I've come here
C'est la deuxièmefois que je VIENS ici
The same thing happens after "since/depuis"
I've been here since Friday
Je SUIS ici depuis vendredi
