it might have to do with the pronoun 'autre' in the video dialogue while Sandra's review is not speaking about 'another' of something but only 'a', which is an indefinite article.
That said, I am not real solid on grammar even in my L1 (English), but that is the difference that jumps off the page at first blush.

I understand your confusion, adjective placement in French can be a bit tricky, since many adjectives can go before or after the noun depending on many other things (context, level of formality, type of adjective...).
That said, the most common and correct place for "petit" and "grand" is BEFORE the noun. In this example, we have used it after "mobile" because there's another adjective "autre" + it's preceded by "plus", so in this case it sounds a bit more natural to place it after, it allows "autre" to stay right before "mobile" and then we specify how we want it "plus petit".
That said, it would also be correct to say: Je veux un autre plus petit mobile, so my advice for now would be to follow the little placement rules we give about each type of adjective to avoid confusion. Then later on in your studies, you'll get a better grasp of when and how to vary the placement depending on the situation...
