Hi Wade27, good question!
The more correct and usual way of building this type of phrase is to mention the more general time indication (here: every day) before the more specific one (here: at 9:30), that is why the accepted answers in the program show this order.
You could say the time first and you would probably be understood, but we preferred not to include this option in the program because "mei tian" would be best first, so better get used to the most correct order straight away.

As a native Chinese speaker, I would say mei tian de jiu dian ban, ni keyi zai zheli chi zaofan (direct translation - 9.30 of everyday, you can eat breakfast here)

Remember the rules of time: always from big to small. Everyday is bigger than 9:30 so it has to come first. If you say jiu dian ban mei tian it will sound very strange and people will have to think hard to figure out what you mean !
